I used the front fogs on the Megane in the fog (surprisingly enough) and didn't find it made much difference really to a dipped beam, with the beam adjusted down. They seemed to light up thwe road in front of the car immediately ahead and that was it. Perhaps it is just me.
I will readily admit that when I first got that car, and I thought "ooh I have front fog lights" I did use them unneccesarlily. Then someone pointed out what a t**t I was being so stopped. Sorry!
But yes when switched off they do make a front bumper look better for some reason
