Fitting a new rear number plate

The rear no. plate on my Laguna Sport Tourer is original(Jul 03). The mot inspector said I should get a new one because it was dirty-and yes, it did pass. The plate is held on by two black security screws or rivets. I don't know how they come off and a new plate fitted. Is it a job best left to a garage?
