Speedometer Inaccurate*Fixed*

I recently got an '02 Clio Dynamique when i turned 17. I've noticed that the speedometer is out by quite a bit (10+ mph), i saw this at first using my Dad's Sat Nav.

When i was doing 40 mph for example it would say 30 mph. This was confirmed today when i had another car drive in front of me at 50 mph, for me to keep up my Speedometer was saying i was doing 70 mph.

The ABS light is on currently when driving. Could this be what is causing the inaccuracy of the Speedometer?
