I very much doubt anything would come of it purely that under the sale of goods act you are allowed a reasonable time to check if the goods are as specified - usually aorund 3-6 months (in many cases much less). Nine years is well beyond any legal limit and if it took nine years to notice the difference surely that would be seen as ample opportunity to discover any discreptancy. Considering the reg book, receipt and vehicle where under the control of the owner and if they fail to notice any significant difference - then the law would probably take the view "Tough Luck"
Strange thing is very few people really ever check the accuracy of a their reg documents but you can be fairly sure they check their receipt each time they go to the supermarket
