If it's anything like my previous Laguna, which had a similar problem this may well be the answer. :O
The filter on the washer pump is more than likely blocked, windscreen wash solution is the culprit.
Pull out the washers and clamp one hose. The other hose can be blown down using a tyre pump, 12v type, not too powerful to cause damage. While doing this ensure the cap is off the washer bottle and have a garden hose running into the washer bottle neck to wash away the grotty deposits loosened by the air pump.
This worked for me, if you can dechiper my ramblings .. :P
