I have recently repaired my Clio MK1, the immobiliser did work...... but some times still cut the fuel supply of so I couldn't start the engine for hours at a time no matter how many times I pressed the fob or turned it of manually. When it happened 40 miles from home, it was time to have it disconnected from the battery.
There might be a good reason why your immobiliser is turned off/disconnected, in my experience they cause more trouble then good.
Therefore if I was you I would just leave the car alarmed or fit an aftermarket immobiliser. Good luck in trying to get it going whatever you do
