Where do I stand and what do I do?

Last night I had a very near accident! Basically I couldn't stop and also had no control over the car. I ended up on the wrong side of the road just a yard or 2 from the junction. Instead of me ranting on I will post up the letter I have sent to the council regarding the road I was on, it should give you an idea of what happened. Apart from the letter of complaint I have sent I am unsure of where I stand and what to do next... Could anyone advise me?

anyways here is my letter, I will post the pictures up later when I get onto my usual computer.

Dear Sir/Madam,

I am writing this letter to make a formal complaint about one of your road surfaces.

I was travelling along the A912 from Gateside to Perth. As I approached the junction at the Bein Inn, the surface on the road was very wet and slippery. This caused me to slide out of control, firstly hitting the kerb on the left hand side, sliding across the road to the right hand side and also hitting the kerb. Excessive speed in this situation was not an issue as I was driving cautiously to the road conditions, and as I was on approach to the junction my speed had reduced to approximately 30mph as I had come round the final bend onto the straight before the junction which I feel leaves adequate and sensible distance for braking from such speed during wet conditions. Having driven on the road many times before I am aware of the road layout and the stop junction next to the Bein Inn.

This situation is a very dangerous one to be in, as I managed to stop the car just yards from the junction on the wrong side of the road, where there was traffic emerging from the right onto the road where I had just stopped.
The traffic that emerged from the right had to swerve to the opposite side of the road to avoid hitting me.
Again, this was very lucky as there was no traffic following behind me.

I appreciate that the weather conditions have been wetter than usual, I feel this type and layout of road should have some form of ‘anti-slip,’ surface on the descent towards the junction.
As a driver I have never been in a situation like this before.

I returned to the junction next day with a camera to take pictures. There is a number of skid marks on the road, although I am not sure if they are mine.
If they are not mine then there has clearly been a few incidents of a similar nature at this junction.
I really feel very strongly that something should be done about this junction, to help improve ‘Road Safety,’ and to avoid a similar situation to other drivers at this junction.

This time my passenger and myself got lucky, that the road was reasonably quiet when the incident occurred. If there had been traffic following behind, the situation would have been very different, possibly fatal.

Also, it is very lucky we managed to come to a complete stop at the end of the junction, as the fence on the other side is a small wooden one with a drop on the other side.
If we had not stopped we could have been through the fence and down the ditch, which would have caused serious injury, if not death.
My car has some damage to the wheels/tyres. I have not yet had an examination of the car done, but I do now have flat spots on my tyres which will need to be changed.
I have enclosed the pictures that I have taken, these show the skid marks on the road, the junction, the damage to my wheels/tyres.
Also from these pictures you can see the surface is wet, but it has dried off slightly from the time of my incident.

I do plan to seek legal advice on this matter.
