It is not unknown for insurance databases to be miles out at times. It i also possible the reg plate may have been genuinely transferred at some time but the insurers haven't updated their system.
It may also be worth checking out the link below where you can check an indiidual car regarding an MOT certificate. I don't know how acccurate it is though.

As a matter of interest what model is the car and does it sound like a fair price.

It may be a perfectly legit car but sometimes its best to trust your gut reaction
