Twenty litres of fuel should be more than enough to extinguish the fuel warning light. I suspect the sender unit is broken or the float is stuck. As far as I know modern floats ain't hollow but made from a special foam. TIme to get the back seat out and have a look at the cables on the sender unit and if that is OK - withdraw the sender unit for a look
