I had similar problems on a Clio not so long ago - tried heating soaking and various means but ended up drilling the heads off the disc retaining bolts. Once removed I just used self-tapping screws to hold the discs in place. The screws are only there to prevent the disc from becoming displaced when the wheel is removed and after a short while the rust build up behind the disc usually is enough to retain them. I can clearly remember other cars (Ford I think!) only had one single serated washer pushed over the wheel stud as a means of retaining the disc.
