I think the actual shape of them is the same,it's just the fixings and connections that are different.As Az says,phase 2 lights have been retro fitted to phase 1's so doing it the opposite way round should be more than acheivable.
Actually, the connections are the same, as are the fittings - the chunks I had to cut out of the sheet steel support structure behind the headlights to clear the motors on the ph.2 headlights don't prevent me from mounting the ph.1 headlights...
So I can't see any reason why it shouldn't be possible, in fact just as easy as re-fitting phase 2 headlights on a phase 2 car, bar the annoying wire clips which hold the indicators to the headlights on the ph.1 parts :D
