Renault Laguna - Key or decoder?

My T-Plate Renault Laguna 1.9tdi won't start intermittently whenever the red light above the temperature gauge keeps flashing and doesn't switch off.
Have been told it could either be the chip in the key or the decoder. The Renault garage says it is probably the key (75 key + 60 coding) but it might be the decoder. They say it will be around a half hours work (60) to check first of all which is the problem. Understandably I don't want to fork out 135 for a key and then find out the problem is the decoder.
Is there any way for me to check myself?
