This is very common.
I have failed at least 3 Lag 1's(all phase 1's) on MOT's for this exact reason.The straps are very thin from new,so it doesn't take much for them to rust away.The situation is compounded by the fact that they have a rubber strip that sits between the strap and the fuel tank.Moisture gets trapped between rubber and the metal strap and accelerates the corrosion process.
I'd recomend checking them at regular intervals,and replacing them if theirs any doubt about their integrity(easy DIY repair,each strap is held on with a 13mm headed bolt either end,just remember to support the weight of the fuel tank,it's obviously better to change them when the tank is nearly empty!).Their not expensive,but are only available from Renault.
I'd rather push my Alfa than drive a BMW....
