Which side mirror is it?.

If it's the drivers side mirror,then it needs to be secure(which it doesn't sound like it is),have a mirror that provides a view to the rear of the vehicle(it can be cracked,but it must provide an adequate view),and mustn't have any sharp edges on it caused by damage to the casing.

If it's a passenger side mirror,then as long as you have a servicable drivers mirror and interior mirror,the passenger mirror isn't testable,apart from sharp edges.

There is nothing in the MOT that states the mirrors must be adjustable,so the fact that yours isn't won't effect things,although it does sound like it is insecure,so if it's the drivers side mirror it should fail.
