It's actually sensitivity that defines how efficiently a speaker converts input power to sound - SPL is the pressure level that results from the speaker's output (derived from a massive number of different variables including the frequency of the sound produced, the area of the cone, the speed of sound, the density of air, particle velocity, etc, etc...)

You can have high SPL with an inefficient speaker or visa versa, however, obviously you'd need a more powerful amp to drive a speaker with high SPL which was not very sensitive.
