It should run around half way up the gauge,so I suspect the thermostat could be faulty.Leave the car ticking over for 10 or so minutes,and see if the gauge goes up higher and the heater gets warmer.If you then use it on a journey and the gauge drops,thats a sure sign of thermostat problems.
It maybe an idea to have the coolant flushed out at the same time as changing the thermostat.There are known issues with radiators and heater matrix's blocking up due to lack of coolant changes.
I wouldn't mine betting that if you had the above things done that all would be well.Let us know how you get on.
