Heater icon lit on Megane

Hi guys, a next door neighbour has asked me to ask the experts.

Here's the scenario. This morning it took ages for her car to start and we noticed that the 'heater plug' light is staying on, thing is this is a petrol Megane (02-03). In the manual, it says something about an 'electronic fault' or 'water in the fuel'. Can anyone shed any light on this? It's also running a bit 'lumpy' and feels like it's missing slightly when stopped at traffic lights, etc.
