Suggest you check pressure and flow from feed pump. Assume pressure is around 2.5 bar for a Bosch system. I can measure feed puimp pressure on my Kangoo Trekka DCI 1.9 as very much same engine as yours - please let me know. Might be that there is a clogged up mesh filter in the tank or inline somewhere before the feed pump. The fine mesh filter gets glogged up by diesel bug. Try blowing compressed air through the feed pipe where it is connected to the main diesel filter. I had this problem on a Toyota Yaris diesel a month ago. Toyota in Aberdeen wanted to renew high pressure pump and ecu at cost of GBP 2500. Engine light came on after a few minutes then engine stopped and could not restart. Fault code was low pressure in common rail . Fixed it by cleaning out fine mesh filter at bottom of feed pump/ sender unit in tank.
