If the car has a low pressure pump surely there would be no need for a primer bulb then because it would do the job for you. And as far as I know those that are fitted with an electric low pressure pump it isn't inside the fuel tank but elsewhere. I know for a fact on the Scenic Dci models it is located around the inner wing.
I have also read the Haynes manual ( no proof it is accurate though) and it states after running out of fuel or changing the fuel filter "On models with no hand priming pump, the ignition will need to be switched on and off (in 5 second bursts) several times for the pump to prime the filter. On these models there is a low pressure pump between the intake assembly and the fuel filter. Also I have goine out to my car and tried numerous times - even listening under the back seat and still I can't hear anything - yet it starts every time
