I'm sure most people do not check the bonnet catch weekly. I have occasionally oiled the bonnet catch on my non-renault car, but do not check it as often as the tyres and fluid levels.
If never maintained and corroded it could be difficult to open but wouldn't flip open.
Other catch types are more substantial and do not stick so easily. Usually the safety catch is built into the main catch unit, which is like a door catch, so they interact and are more secure.
The problem is because the catches on the Clio are separate, prone to siezing and there is no way of telling if safety catch has engaged properly.
In cases the bonnet has flipped up it sounds like both the main catch and safety catch have siezed - failure of two separate catches is not acceptable.
