I'm a little wary of having anything electrical right next to the fuel filler, even on a diesel. What if it malfunctions and produces a spark?

A simple mechanical solution is the best answer. I thought I'd made my millions when I designed such a contraption (well scribbled it on the back of an envelope.) Then I discovered that some Land Rover models already have this fitted.
