The LED is for the alarm unit which you can see bolted into the bodywork in the picture. Judging from the number of times it flashes you can read what has activated it or what faults it may have stored. My neighbour re-routed his so he can see it in the left-hand rear window.
I suspect the nit has been fitted after manufacture as it is incorrectly fitted - the securing lugs of the unit should sit behind the panel but it won't make any difference.
If you remove one of the rear lights you may find a route sown to the back of the rear bumper for wiring the tow-bar
