I doubt very much if you would get enough heat from a hair dryer to shrink it.
As Lag says, I normally use a hot air gun, but if I can't be
to get one I use a lighter. Just gently wave the flame over the heat shrink. Keep it moving and stop when it has shrunk over the wire.
