I doubt very much if you would get enough heat from a hair dryer to shrink it.

As Lag says, I normally use a hot air gun, but if I can't be to get one I use a lighter. Just gently wave the flame over the heat shrink. Keep it moving and stop when it has shrunk over the wire.

Why do today what you can put off until tomorrow...
