Ahh, I think Bikes have to meet Euro III now (my dad's 57 er-6n does), but actually, a lot of bikes up until very recently were carburated and didn't have cats, so while they emit less CO2 than a car, their emissions of noxious chemicals like CO and NOx are much, much higher. Consequently they're actually much more harmful to local air quality.
Not that I'm agreeing with any tax increases, because I loathe all tax increases, but at least it's not baseless.
