You get proper access you mayhave to drop one corner of the bumper and as you say it could be a poor connection or something has come adrift. I am not sure exactly how the motor connects to the lamp unit but it could just be a simple push fit. Unfortunatley you'll need to start digging. It happaened to a mate of mine after a local lorry driver reversed into the fornt of his car. He was able to repair it using some adhesive and nylon cable ties
The motor does just attach to the rear of the light via push and rotate fit. Their is one motor per light.
I had one replaced on the repair warranty on my car as it came adrift during a slight front end knock last year, which resulted after a rear end shunt.
You dont need to remove the bumper to access this, but will have to remove the stupid plastic covers under the bonnet.
