scatz is spot on, believe me I do mileage correction for a living, you should have power to where the bulb sits, do a diagnostics check first, someone with a half decent scanner will do that, i only ever charge 30 for the job so a local garage will be around the same.
Make sure you have no serious probs first, that car has been tampered with for a reason find out why first, thats my opinion, £30 could save you a lot more.
