THe ECU is an electronic device and if it ain't getting a decent voltage it is unlikely to wake up when something tries to communicate with it.
Its a bit like pointing the TV remote control at the TV and it won't work cos it batteries are flat.

The fact that the radio isn't holding its code would also point to poor voltage as it can't retain its memory.
Also remember to judge the condition of a battery it is advisable to have it load tested - most battery suppliers will do this test free of charge in the hope of a sale.
