I'm not an auto electrician, but I wouldn't have thought the rear lights/tell-tale would work if the switch was duff.
Have you tried a new bulb in one of the headlights? Whilst unusual, it's not impossible for both bulbs to go at the same time...it happened to me once on an old Citroen I owned. The alternative would be to use a multimeter or 12V test lamp to check for a voltage at the lamp unit. If it's dead at the lamp unit then work back through the circuit until you find where it's live. The bit between the live and dead bits is where the fault is, and you may be right and find that it's a dodgy relay.
Don't forget to switch the lights on before you start testing!!!!
