Get a load test done - it would seem that during start-up the voltage is dropping off and then recovering after the initial charge from the alternator. Ideally a load test should be done three times in a row for an accurate check. Remember that a battries capabilities is not measured in volts but in amp/hours. If you took 8 "AA" torch batteries and joined them together you could get a 12 volt reading but in no way would they start an engine. Even a battery giving out 10 volts but with a good amp/hour rating would turn a starter motor but the starter would have a short life.
A new battery may be much cheaper than a new dash
Have a search for a decent batery supplier or good auto-spark if you don't trust any of the so-called fast fit centres
