Is it by any chance a pre-registered car?

The reason I ask is that the dealer has to keep a pre-registered car for some time after the original registration date to qualify for manufacturer bonuses.

If you haven't got any proof of registration, you could fall foul if required to produce your documents, or for that matter, if you had an insurance claim (as you have no means of showing you are the registered keeper). A receipt doesn't actually prove who is the registered keeper.

I would definitely get onto Trading Standards about this, if only to cover your own back. I'm sure the wheels will get greased once the correct leverage is put in place.

I'm sure I've read that the garage is breaking the law in not forwarding these documents to you.

This job should never be complete - the day I think I've done it all, is the day I resign.
