If there is a permanent supply then surely the bulb should work. If there is a permanent feed then either the switch at the pedal is faulty but this would affect both sides. What tends to happen is that if the bub or the cluster unit has a poor earth the current will try to find another route - thats where 12v direct current systems differ to househoild wiring. It can be a real pim sometimes but you could try running a temporary earth to the light cluster and see if that helps
