The self-adjusting mechanism on rear drum brakes works on a ratchet principle which really never seems to work most of the time. Check that it isn't seized and works freely and let off all adjustment and then start to screw it up a turn or so at a time until you can just get the drum to fit. I use a pair of pointy nosed pliers to rotate the knurled nut. Once assembled depress the brake pedal and operate the handbrake a few times and then recheck. It may take numerous atempts to get it just right and after the shoes have bedded themselves in after a few hundred miles you may have to re-adjust again. Although this work can be time consuming it is well worth it in the end.
