The thermal fuse is there to protect the resistors from overheating if the blower fan fails. As you know the resistors are in the air path created by the fan, this keeps them cool. If this air path fails then the resistors get very hot, the fuse then blows to protect against fire etc.
The thermal fuse does not protect against the connector overheating, nor would it have any purpose in your relocated resistor solution.
