May not be the jets. Just because there is water flowing freely through the disconnected hose doesn't mean the pump can generate enough pressure to force the water through the fine nozzle of the jets. Flow and presure ain't the same thing. If you could get your hands on a piece of wiper pipe you could try blowing through the jets to see what happens.
Fuse wire can be a bit soft - I usually use a hair from a wire brush - it is firmer and tends to push any dirt out of the way.
If you squeeze the end of the disconnected pipe does the washer fluid squirt any distance.

Could the system have froze during the recent cold snap!!
