Check the caliper pistons and slides are free. When fitting pads to worn disc it pays to take a file and chamfer the inner and outer edges - no more than about a few mm should help the bedding in process. It is also possible you have a lazy piston which won't stay in place. One way of diagnosing this is to use a brake flexi-hose clamp at each wheel in turn and see if the brake pedal firms up.
