I take it you have checked that the glow-plugs are getting 12 volts for the correct amount of time.
The amount of time the glow-plugs operate also depends on engine temperature so it may be prudent to do a test when cold and then again when the engine is hot. There is a temperture sensor connected to the ECU which ten decides how long the plugs should heat.
Have you had the battery load tested.
