I have set the needles on my Lag as I have had the dash apart. I was able to do this as there is a feature on the Lag that lets you put the gauges into test mode...this is done by pressing the button on the end of the wiper stalk that controls the trip / mileage computer.
To get into test mode you press the button in & hold it then switch on the ignition...after a second or two test mode starts & the gauges flick through the full range.

If your car has a trip computer maybe you can get into this test mode?
