Renault electronics are fickle when it comes to batttery voltage. Nine volts would illuminate lights but may not allow the ECU to permit starting.
To be honest a battery charger has extremely poor ampage and is of little use when trying to start a car.
Have you any way of getting the battery volts output measured.
In my experience I have seen loads of cars refuse to start even though the battery illuminated the lights.
Ideally a battery needs to be load tested as voltage alone is not a good judge of battery condition.
