If you had access to a test light or multimeter you could check if power was getting to the wiper motor. THis could help you trace the source of the problem. If no powere is getting to the wiper motor connection - then its more likley a switch problem but if power is getting that far then it could either be a motor or earthing problem.
I have seen broken cables at the base of the wiper stalk cause similar problems
