It could just be seized. I had the same problem on my old Cav. I was able to take it apart and remove the telescopic aerial part from the motor (so that it can move) soaked it in WD40 and managed to free it. When it was easily moving again, I refitted it and all was well.
I know it's a bit late now, but if you had cleaned and lubricated it when it was moving a couple of sections, you should have been able to get it extending fully without having to take it apart.
