It's not unusual for one bulb to fail and cause the other fail to illuminate. I take it you have checked both bulbs and if their sockets are getting power?
Yes, both bulbs are ok and there is no voltage present on either of their live terminals. From the Haynes manual, the dash-board light is driven from the bulb side of the relay, therefore, the fuse (which I checked on my meter(, relay etc IS passing 12V through, but for some reason not getting to the lights.
I have had the bumper off some years ago but cannot remember how it is disconnencted from the wiring loom. Certainly there are the sockets on each of the lights but cannot remember is also there is a common spur joint/socket to split the line voltage from the relay to each of the lights
