As noel say's the gauge is only an indication of what is in there and not an actual measure. Due to the shape of the tank its not that easy (although it is possible) to design an accurate gauge.
when the warning light comes on my Laguna I know I can drive 20 miles without worrying and I have done over 30 one one occasion but I stress thats my car. Yours may be different.
I have never managed to get over 59 litres into mine so I guess there is still a fair bit in there when the light comes on. The only true method is to carry petrol in a can and run it empty, although I don't reccomend you do that.
