If a seat is fitted,then it needs a belt,if a seat isn't there,then it doesn't.
.You could have no seats fitted to the rear of your car,and in that case you don't need the belts,you'd just get an advise that the seats were missing at the time of test and the belts couldn't be checked fully.
As for child seats,testers are not allowed to undo seat belts holding them in,you will just get and advise like 'child seat fitted to nearside rear belt,adult belt not fully tested' or similar.They should check the belt on the child seat though (the harness type belt that a baby would wear for example) and if it's found to be faulty they can't fail it,but it should be advised.
