Unhappy Changing Xenon Headlights

Hi I am a new user here

I have had a look lighting threads but none (that I found) describe how you get to the xenons to replace them.

I bought a 2004 Renault Laguna 1.9 DCi estate, now a week later the driver side headlight is not working!!

I noticed when I got the car that the side light bulb had gone but both headlights were working.

I took it to Renault who said, "It will be 75 just to look at it, and its more likely to be the ballast than the light, and that will be @ 300"

So now I am trying to figure out what is the best way to deal with this.

Is there an easy way to determine if its xenon bulb or ballast?

The handbook says that xenons need to be replaced by Renault "stealer" is this correct?
