Growling brakes on Laguna

There has started to be a growling noise sometimes as the car comes to rest and as I pull away again. If I only use the brake lightly then I don't hear it. In traffic the noise seems pretty constant until I can get the car up to about 10 mph.

I think that it is coming from the offside rear. have checked just after stopping and the disc is hot on this side, and not on the nearside.

Is this likely to be the pads wearing?

Looking through the wheel there appears to be about 1 cm of pad and backing left, but I haven't been able to see the inside pad.
