The panel is segmented just before the gear lever, so it's only really the top surface around the handbrake, hazard light and central locking switch that comes away. It's a simple clip-on fit, though it might require a bit of a tug if it hasn't been off before. Just take care not to strain the wires, and you'll be fine.

I've never actually removed the hazard switch, but I'd be surprised if it wasn't a simple clip-in fitting.

Just to add: When mine failed, it did pretty much what you say yours is doing - i.e. a simple push wouldn't make it latch and it would pop back out, leaving the lights flashing. But if you gave it a good hard thump instead, it would latch in the off position, requiring only a normal press to turn the hazard lights back on again. Try giving the switch a bit of a clout and see if it'll stay latched. If it will, then I'd be inclined to leave it like that. I only bothered getting mine changed because the car was under warranty and it was in for a service anyway.
