I haven't tried this myself, but I've heard of light units (obviously with the bulbs removed), being placed in the dishwasher. No joke!
If you can seperate the lens from the reflector part, then that would be a good place to begin. You could then determine whether its the reflector dulling or a build-up of dirt on the lens which has caused the problem.
Spraying the reflector (if you can get to them) is possible - but use a primer first, otherwise the paint will just end up flaking off.
