I would suggest OFT or possibly a local consumers advice group may be able to assist
I personally would take the view that a puncture was fair wear and tear or do they measure the tread depth before and after hire and charge you for the tread difference!!
It may be prudent to seek legal advice as I believe you acted in a reasonable and honest manner at all times.
I would forget phoning the hire company but put your complaint in writing and have it delivered via registered signed post. Sadly even taking a photo would be not be conclusive proof in some circumstances. Better still can they produce hard evidence to back their claims. In this case I would see it was entirely encumbent on the hire company to prove their case.
This type of action seems to be a nice little earner for the car hire trade. Don't quote me but I think there were similar cases on BBC Watchdog a while back which involved loan cars involving alleged bodywork damage. I haven't hired a car ever in my life but any friends who do take pictures outside and inside of the car whilst a member of the hire staff look on.
