I got this email from Europcar this morning so have most of my 170 back! But I'm still not happy I've to pay 60 to repair a puncture so I've sent an email to the sender querying it.

Hi Keith

I have had a reply from location and after my investigation have concluded that you should not of been charged for the spare wheel, I have refunded this to you there is a charge however for the puncture.

The refund to yourself is 110.73 Please allow 5 -10 working days to show on your bank statement.

Dear S******,
Many thanks for your email. I'm delighted to be getting the refund but I just have one query.....should a puncture not be regarded as a wear and tear item as its out of the hirer's control and is 60 not a bit steep to repair a puncture? Is it Europcars policy to charge hirer's 60 if they get a puncture while hiring a car?
