Some pumps do require special locking tools in order to remove the gears or pulleys and to fit the seal without causing damage. You have to remember high pressure fuel pumps involve very precise engineering and can be easliy damaged. Having said that oif you have a spare pump it may be worth having a go at it yourself although you may need to make some suitable tools. It may be worth searching online for fuel pump service tools but in my experience they seem to be quite expensive.
You could also try looking for a cheaper online diesel specialist who may be able to fit a new seal at a lower price. You could try emailing the guy in the link below
